A coracle. They were in use off the Scottish coast 8,000 years ago, and in fact were still in use by sea-going salmon fishers in the ealy part of the 20th Century.
There's a small hole in the seat. When on land, you can poke the handle of your paddle into the hole and sling it over your shoulder, it's the easiest way to carry it.
So it doubles as either an umbrella or a sunshade, depending on the weather.
